40+ years of private-sector, wireless-carrier, business, and public-safety telecommunications industry.​

30+ years with a large radio communications systems manufacturer in the position of Senior Staff Engineer, International Division.

13+ years experience supporting major domestic and international wireless carriers from initial system and hardware design, site procurement and development, to system testing and optimization. Actively participated in site development, procurement, and build-out of over 250 California sites and hundreds of domestic and international sites.

5+ years experience with a large county communications division, responsible for engineering, maintenance, system development, and longevity for a complex radio communications network. Other responsibilities included contract development, negotiation, and enforcement, and writing procurement bids. Also responsible for wireless telecommunications zoning applications review and approvals.

Ray has also served as a key contributor of a Telecommunications Site Development Global Standards handbook, including best site development practices, health & safety, and disaster survivability assessment and planning.​
